I decided to split the vowel table into 'preferred' and 'allowed' tables.
I added a name column and embedded links in each name.
I will reorganized the other tables tomorrow.

Update 12-21-14

This is a first draft. 
I have created a table structure that is easy to read and edit.
I have added an IPA column.
I have created a tag system that will help avoid long comments in the table.

Examples in the "Exact" column are required to include
one of the symbols from the IPA column in their phonetic spelling.
I have not yet checked all of the existing examples for correctness in this regard.
A single column for examples with a tag for "approximation" is something else I'm considering.
