Update 12-21-14
This is a first draft. I have created a table structure that is easy to read and edit. I have added an IPA column. I have created a tag system that will help avoid long comments in the table.

I decided to split the vowel table into 'preferred' and 'allowed' tables. I added a name column and embedded links in each name. I will reorganize the other tables tomorrow.
